Professional Biography
Dr. Abdulmuen Mohammed Ibrahim is an accomplished development leader with over 18 years of professional experience in designing, managing, and delivering large-scale agriculture, resilient food systems, food security, livestock, and market systems programmes across Ethiopia. He has held senior leadership positions for more than 13 years, successfully managing donor-funded portfolios exceeding US$120 million and annual programme budgets of up to US$20 million.
Throughout his career, Dr. Abdulmuen has provided strategic leadership to multidisciplinary teams operating across Oromia, Dire Dawa, and the Somali Region. His expertise spans the complete programme cycle—from strategy formulation and programme design to implementation, adaptive management, monitoring, evaluation, organizational learning, and policy engagement. He has successfully managed procurement and grants portfolios exceeding US$10 million, coordinated numerous implementing partners, and worked closely with government institutions to strengthen institutional capacity and improve development outcomes.
His professional experience combines high-level programme leadership with strong research and policy expertise. He has led major agriculture and resilience programmes, coordinated the research and policy advisory component of a US$60 million resilience consortium, and served as Regional Manager for Haramaya University's CAGED and EXCAM research programmes, contributing to evidence-based policy and internationally published research.
Dr. Abdulmuen is recognized for his ability to transform programme performance in complex and fragile operating environments through adaptive management, strategic partnerships, and results-oriented leadership.
